Investing in Montanans
The Inflation Reduction Act is the most significant investment in rural America in generations. This legislation was made possible by Senator Tester and will strengthen Montana’s energy security while helping Montanans and our businesses build for a resilient future. It will lower energy costs for households and businesses, create local manufacturing jobs, and deliver a clean, secure, and healthy future for generations to come.
Here’s more on how Senator Tester’s policies are helping Montanans now and in the future:
LOWER ENERGY COSTS:
Offer rebates covering 50-100% of the cost of installing new electric
appliances, including super-efficient heat pumps, water heaters, clothes dryers, stoves, and ovens.
Hundreds of thousands of working Montanans are eligible for rebates.
Rebates for households to make repairs and improvements in
single-family and multi-family homes to increase energy efficiency.
Tax credits for families to cover 30% of the costs to
install solar panels and battery storage systems.
Tax credits to cover 30% of the costs of community solar
projects with additional bonus credits of 20% for projects at affordable housing properties and
10% for projects in low-income communities.
Grants to help state and local governments adopt the
latest building energy codes, which would save the average new homeowner in Montana 9% on their
utility bills— $177 annually.
DOMESTIC MANUFACTURING:
Manufacturers employ 21,400 workers in Montana, and the Inflation
Reduction Act will help us make the technologies of the future at home— supporting local economies and
strengthening supply chains.
The Inflation Reduction Act will boost manufacturing of
clean energy and transportation technologies, as well as investments for a new Advanced
Industrial Facilities Deployment Program to position the U.S. to lead the growing global market
for clean steel, aluminum, cement and more.
Montana is home to 126,219 small businesses, representing 99.3% of all
businesses in the state, and the Inflation Reduction Act will help them save money. Commercial building
owners can receive a tax credit up to $5 per square foot to support energy efficiency improvements that
deliver lower utility bills.
Other programs that will benefit small businesses include
tax credits covering 30% of the costs of installing low-cost solar power and of purchasing clean
trucks and vans for commercial fleets.
ELECTRIC VEHICLES:
Senator Tester’s policies will make it easier and cheaper to purchase an electric
vehicle, with upfront discounts up to $7,500 for new EVs and $4,000 for used EVs, helping Montanans save
on fuel costs.
Montana is already in the planning process to build out EV
charging stations across the state.
The Inflation Reduction Act will significantly reduce pollution, resulting in
cleaner air in the Treasure state.
Lowering greenhouse gas emissions will avoid costly
climate impacts from more extreme weather including heat waves and drought).
The IRA will benefit communities most in need of cleaner
air, with environmental justice block grants, investments for cleaner buses and trucks, and a
Clean Energy and Sustainability Accelerator that will prioritize emissions-reducing projects in
disadvantaged communities.
RURAL OPPORTUNITIES:
The Inflation Reduction Act supports climate-smart agriculture practices,
which will help Montana’s 27,100 farms lead on climate solutions and reward their stewardship.
Senator Tester secured $20B in investments in climate smart agricultural
practices and conservation efforts through the Inflation Reduction Act.
Electric cooperatives, which serve about 210,000 homes,
businesses and other customers in Montana, will for the first time be eligible for direct-pay
clean energy tax credits.
The law dedicates investments for rural electric
cooperatives to boost resiliency, reliability and affordability, including through clean energy
and energy efficiency upgrades.
NRCS is making available $850 million in fiscal year 2023 for its oversubscribed
conservation programs: the Environmental Quality Incentives Program (EQIP), Conservation Stewardship Program (CSP),
Agricultural Conservation Easement Program (ACEP) and Regional Conservation Partnership Program (RCPP).
RESILIENT COMMUNITIES:
The Inflation Reduction Act will upgrade affordable housing, including
projects that boost resilience in the face of intensifying extreme weather.
As a farmer, Senator Tester has seen the affects of climate change first hand saying, "Those of us who work the land
know when the weather is screwy. We can feel the climate changing under our hands and in our bones" (Grounded, 2020,
Senator Jon Tester, 118).
In Montana, thousands of people live in affordable housing
units that are eligible for upgrades like flood-proofing and storm resistance, as well as clean
energy and electrification.
A new Neighborhood Access and Equity Grant Program
includes support for transportation projects and planning to protect against flooding, extreme
heat and more.
The Inflation Reduction Act also invests in strengthening
Montana’s forests, including programs focused on preventing wildfires and for tree planting
projects that help protect communities from extreme heat.
Funding New Infrastructure
Infrastructure is too often overlooked and underfunded. However, Senator Tester worked across the
aisle to make important investments to improve our communities. His historic bipartisan deal secured
the funding the Treasure State needs for a brighter future.
From funding for school buses, water systems, and a secure energy grid, this legislation invests in
our future.
$2.5 billion to complete all authorized Indian water
rights settlements for Montana Tribes.
$1 billion for rural water projects through the Bureau of
Reclamation, including $17 million for the Fort Peck/Dry Prairie Regional Water System.
Over $350 million for rural Montana water infrastructure
including the Rocky Boys/North Central, Milk River and Musselshell-Judith projects.
$5 billion in Department of Energy formula grants to States
and Tribes to improve grid resiliency, with the specific purpose of
reducing wildfire risks.
$5 billion for the Clean School Bus Program to provide
grants for replacing current school buses with electric and zero-emission buses.
$7.5 billion for electric vehicle charging infrastructure
to improve long-distance charging corridors.
Working for Veterans
Veterans are a vital part of every community in Montana and deserve to have someone watching out for
them. Since being elected to the Senate, Senator Tester has done just that. As chairman of the Senate
Veterans’ Affairs Committee, Senator Tester shepherded and ensured passage of bipartisan legislation to
deliver multiple generations of toxic-exposed veterans their earned health care and benefits from the
Department of Veterans Affairs (VA).
Expanded VA health care eligibility to Post-9/11 combat
veterans, which includes more than 3.5 million toxic-exposed veterans.
Created a framework for the establishment of future
presumptions of service connection related to toxic exposure.
Added 23 burn pit and toxic exposure-related conditions to
VA’s list of service presumptions, including hypertension.
Expanded presumptions related to Agent Orange exposure.
Strengthen federal research on toxic exposure.
Improved VA’s resources and training for toxic-exposed
veterans.

Fighting for Our Public Lands
Blackfoot Clearwater Stewardship Act
Senator Tester crafted and introduced the Blackfoot Clearwater Stewardship Act in collaboration
with Montana ranchers, loggers, mountain bikers, snowmobilers, and business owners. This
made-in-Montana bill protects thousands of acres of public land, ensures future generations can
access outdoor recreational opportunities, and strengthens Montana's outdoor economy. Senator Tester’s
continued support of the bill, introduced for the third time this spring, shows his commitment to
public lands restoration and recreation in Montana—something that our state’s economy depends on.
Yellowstone Gateway Protection Act
Senator Tester’s bipartisan Yellowstone Gateway Protection Act was signed into law, protecting the
doorstep of the nation’s first National Park and 30,000 acres of public land from industrial mining.
Montana Headwaters Legacy Act
Senator Tester recently reintroduced the Montana Headwaters Legacy Act, legislation that will
protect 377 miles of rivers in the Custer-Gallatin and Helena-Lewis and Clark National Forests — the
most significant wild and scenic designation in nearly 45 years. These rivers, including the
Gallatin, Madison, and Smith are huge drivers of recreational activities in the state.
Rocky Mountain Front Heritage Act and the North Fork Protection Act
Senator Tester also successfully led the bipartisan Rocky Mountain Front Heritage Act and the North
Fork Protection Act, which ensure these treasured places can be enjoyed for future generations.
Great American Outdoors Act
Senator Tester was also a major champion of the Great American Outdoors Act, which provided full
and permanent funding to the Land and Water Conservation Fund -- a program that allocates offshore
oil and gas development revenue to safeguard public lands and provide recreation opportunities for
all. The bill was signed into law last August, in large part due to the continued support of
lawmakers like Senator Tester.
We’ve still got work to do!
Land conservation is a lengthy process that requires a lot of moving parts—especially when it comes to
passing legislation. Senator Tester fights every day for our natural systems and working lands. This will
create jobs, reduce carbon, increase our community resilience, and preserve our public lands, forests,
